Create a customized checklist in a project, where questions/sections can change order

It is desirable to have a "floating" checklist, as checklists are often adapted to the project and the checklist is often prepared on the spot when you need to complete it. What is important here is that the order can be changed and that the questions can be edited after they have been created (as in a template) It is important that the checklist is not locked.
