Ability to notify employees with SMS reminders

Make it possible to notify employees who are on a project with a text message, e.g. "remember to take photos, remember to keep hours"
Let the admin user be able to set SMS notification, and possible repetition, until the admin user decides to stop the notification. Could be sent to @all or some
This depends on the employees being registered with their phone numbers.
