Order lines without project/task

I see that it is possible to add order lines without a project/task, which does not make much sense. Otherwise, in the system, order lines must be added to tasks or projects, so we need to find a solution here, as this can quickly become very messy for our customers when employees simply enter order lines without specifying where they belong.
