Rules for status categories for forms

Would like to be able to create separate rules for each step a form moves through. Example. New form → Send notification to person responsible and participants, form changes to Ongoing → Notification is sent to person responsible for Project, Task form is linked to and/or the person who creates the form (form status can be changed to ongoing when the first form question is completed), when form moves to completed → Notification again to person responsible for Project, Task form is linked to and/or the person who creates the form with details that the form will be processed, separate section with questions is made visible for processing, when form is closed → Notification is sent to those who have filled out the form.
