Time tracking rules that stop you from being able to track hours at the same time on two different projects

Rules on timekeeping that stops being able to enter hours at the same time on two different projects. Want to be able to set such a rule where the system stops that you can enter e.g. 07-10 on project 1, and 07-14 on project 2
