Ask UE to respond to the items on the form via email

During a site inspection, it is determined that a subcontractor is needed for one of the items on the form.
If the person conducting the site inspection can create a task, fill in the requirements/message, and then send it to the subcontractor, who will receive an email with the message filled in on the form. And any other responsible parties will receive a parallel notification.
