Standalone guest access to tasks and forms (without project)

I want to be able to assign tasks and forms to guests/participants without having to create a "dummy" project first. Currently, guests can only see forms and tasks if they are part of a project, which forces me to create unnecessary projects just to give them access. It would be much more efficient to assign these directly to participants.
